The Street Division's three types of pavement repairs for asphalt streets and alleys are categorized according to the size and complexity of the repair.

Pothole Patching

• Generally ranges from 9 to 25 square feet in size
• Patching process ordinarily takes 20-30 minutes to complete

Minor Repair

• Generally ranges from 25 to 200 square feet in size
• Repair process ordinarily takes 3-8 hours to complete. 

Major Repair

• Well over 200 square feet in size
• Repair process ordinarily takes 2-10 working days to complete

Various surface treatments and applications are used to improve the roadway surface and increase the lifespan of the street.  Scheduled preventative maintenance helps prolong the life of the streets by protecting the surface from the effects of aging, cracking, deterioration, and water infiltration.  Additionally, prolonging the life of our City streets saves time and taxpayer money by intervening before full reconstruction is needed.

Crack Seal

• Intermediate maintenance activity that is done between sealcoat or overlay cycles
• Consists of sealing the cracks in the pavement with an emulsified asphalt sealant
• Prolongs the life of the street
• Prevents moisture from entering into the base and subgrade material
• Wet sub-grade soils lead to pavement failures and more costly repairs
• Typically performed during the winter months (November thru March)

Sealcoat

• Commonly referred to as Chipseal
• City's primary preventative maintenance activity for residential streets
• Consists of spraying a thin layer of liquid asphalt onto the existing street surface followed by a thin layer of gravel
• Seals the existing surface and increases the skid resistance.
• Residential streets, throughout the City, are sealcoated on a 10 year cycle
• Typically performed during the summer months (June thru September)

Paved Alley Sealing 

Alley sealing is the city's primary preventative maintenance program for paved alleys. Scheduled preventative maintenance helps prolong the life of the paved alleys by protecting the surface from the effects of aging, cracking, deterioration, and water infiltration. Additionally, prolonging the life of our paved alleys saves time and taxpayer money by intervening before full reconstruction is needed.

Alley Sealing

• Commonly referred to as a "fog seal"
• Liquid asphalt sealant material is sprayed onto the existing alley surface
• Sealing operation will require alley to be closed to all traffic for approximately 4 hours
• Typically performed in April, May, September, and October

The Street Division is responsible for administering the permit process for all utility excavations within City Right-of-Way (ROW) for service line installation or maintenance.  City ROW includes both public streets and alleys. 

City Code Chapter 4-6, Article V, Sec. 4-6-201: Service Line is a line connecting the Service Provider's utility or meter to the customer's point of utilization or consumption.

According to Sec. 4-6-205 - Service Line Permit

(a) Any person excavating and/or making pavement cuts in any public right-of-way for the purpose of Service Line installation or maintenance shall:

1. Make application for a Service Line Permit from the City Street Division
2. Provide a plan for the service line excavation and restoration of said public ROW
3. Post a performance surety bond or cash equivalent security in an amount representing the estimated cost of restoring the public ROW to prescribed City specifications and providing evidence of insurance as required by the permit application.

For unpaved alleys, the Street Division services details includes:

• Street Division maintains driving surface only
• Surface is repaired with sand and gravel, recycled asphalt, or flyash base material
• Mud holes, soft spots, etc. are dug out and based in with new material
• Material dug out equals new material hauled in (prevents alley elevation from increasing)
• New material is bladed smooth and compacted with a rubber-tire roller
• Repairs are prioritized based on severity of the holes, ruts, mud, etc. in the alley
