Capital Projects and Development (Engineering) provides services for city departments in the areas of street, drainage, water, wastewater improvements, and city infrastructure funded through the City Capital Improvement Program.

Development

Capital Projects and Development (Engineering), along with other city departments, provides development services related to planning and enforcing laws and regulations for designing and constructing public infrastructure by private developers. This process includes maintaining construction standards, floodplain management, contract oversight, technical document review, project inspection, and testing.

Standard Specifications

The city has a set of established guidelines and requirements for construction projects. Click below to view each chapter of the city's standards and specifications manual.

◾ Section 3 - Special Requirements
The Special Requirements section provides details related to project management, definitions of terms, the process and types of submittals, site preparation procedures, and guidelines for using city water.

◾ Section 4 - Paving
The Paving subsection contains the required methods and materials for utility construction in streets, alleys, easements, and other public right-of-ways.

◾ Section 5 - Storm Water
The Storm Water section includes constructing reinforced concrete pipe (RCP) storm sewer lines and culverts. Contractors must safeguard utility locations to prevent damage and promptly repair any damage at their expense, minimizing disruption to stormwater utility services.

◾ Section 6 - Potable Water
The Potable Water section provides guidelines for designing and building water systems, ensuring that materials and installation methods meet safety standards to deliver reliable drinking water for residents and businesses.

The Waste Water standards outline how to construct pipelines and related components.

◾ Section 8 - Parks And Recreation
The Parks and Recreation subsection includes specifications for plants, trees, grass, fertilizer, planting, seeding, and irrigation systems.

The Traffic section encompasses planning and implementing measures for safe traffic flow, including temporary signage, lane closures, detours, and traffic controls.

◾ Section 10 - Miscellaneous
The Miscellaneous section covers mobilization, air and water pollution control, soil erosion and siltation control, fence installation, preparation of ground surfaces, treatment of grass areas, and pipe installation


Right-of-Way Management

A city Right of Way (ROW) is land owned or controlled by the city, including roadways, streets, sidewalks, alleys, and easements. Private companies may use these areas for utilities, but public needs take priority.

The ROW Division, part of the Capital Projects and Development Engineering Department, manages permits for construction within the city's ROW. The division ensures construction is organized, minimizes public disruption, guarantees proper restoration, and enforces regulations to maintain pedestrian and vehicular traffic.
