The City of Amarillo in Texas offers the Texas Property Assessed Clean Energy (TX-PACE) program to property owners who want to finance eligible retrofit projects. The TX-PACE program was adopted by the city on September 5, 2017, following the enactment of the Property Assessed Clean Energy Act (Chapter 399 of the Local Government Code) by the State of Texas in 2013.
The TX-PACE program is a financing tool that incentivizes owners of commercial, industrial, and multifamily residential properties to obtain low-cost, long-term financing for retrofit projects that improve water conservation, energy efficiency, renewable energy, and resilience. The City of Amarillo has selected Texas PACE Authority as the third-party administrator of this program. The program enables owners to reduce their operating expenses and use the savings to pay for eligible projects. They can also access private, affordable, long-term financing for 10-20 years, which is not available through traditional funding methods.
The PACE Act allows municipalities and counties in Texas to work with private sector lenders and property owners to finance qualified improvements using contractual assessments (similar to sidewalk or sewer assessments) voluntarily imposed on the property by the owner. The property owner voluntarily requests that the local government place an assessment secured with a senior lien on the property until it is paid in full, in exchange for funds provided by a private lender to pay for the improvements.

Completed Projects
The Barfield
The Barfield Building, constructed in 1926, was the first PACE project in Amarillo. The historic 10-story building has been revived into a boutique hotel with 109 rooms. After the renovation of the 73,307 square feet area, it is now energy and water-efficient, thanks to the PACE program. The completed hotel, located at the intersection of Polk St and 6th St (Route 66), plays a significant role in the revitalization of downtown Amarillo. The groundbreaking for the project took place on March 6, 2019.
