A city Right of Way (ROW) is land owned or controlled by the city, including roadways, streets, sidewalks, alleys, and easements. Private companies may use these areas for utilities, but public needs take priority.
The Right of Way Division, part of the Capital Projects and Development Engineering Department, manages permits for construction within the city's ROW. The division ensures construction is organized, minimizes public disruption, guarantees proper restoration, and enforces regulations to maintain pedestrian and vehicular traffic.
If Work is Needed in a ROW...
The ROW Division ensures that all construction activities in the ROW are properly coordinated to minimize public inconvenience and protect the City's infrastructure. To facilitate work within a city ROW, a permit/license and fee are required.
Fill out the e-Builder New User Request form and email it to engineeringdept@amarillo.gov. A user account will be setup for you for the e-Builder portal and you will receive an email with login instructions.
If you already have an e-Builder user account, visit the e-Builder site to fill out your application.

Key Objectives of ROW Management
- Maintain public safety and minimize inconvenience.
- Protect the city's infrastructure investment by establishing repair standards.
- Standardize regulations to facilitate work within the ROW.
- Maintain an efficient permit process.
- Conserve the limited physical capacity of the ROW.
- Promote cooperation among service providers to avoid duplication and preserve the integrity of streets and other infrastructure.
Permits and Requirements
- It is the responsibility of every permittee, whether a professional contractor or homeowner, to obtain and be familiar with the laws governing their proposed construction work. Failure to meet these standards is a violation of the Ordinance and may result in penalties.
- No work is allowed on Saturday, Sunday, or between 6:00 pm and 7:00 am Monday through Friday, except with written permission from the City Engineer or in case of an emergency.
