TX-PACE Program – City of Amarillo

The TX-PACE program in Amarillo offers property owners low-cost, long-term financing for projects that improve water conservation, energy efficiency, renewable energy, and resilience. Adopted on September 5, 2017, the program was established under the Texas Property Assessed Clean Energy Act (Chapter 399, Local Government Code).

  • Allows property owners to finance retrofits through private lenders with repayment via property assessments.
  • Financing terms of 10-20 years, making it an affordable option compared to traditional funding.
How It Works:
  • The property owner voluntarily agrees to an assessment placed on the property in exchange for project financing.
  • The City of Amarillo partners with the Texas PACE Authority as the program’s third-party administrator.

Completed Projects:
The Barfield

The Barfield Building, constructed in 1926, was the first PACE project in Amarillo. The historic 10-story building has been revived into a boutique hotel with 109 rooms. After the renovation of the 73,307 square feet area, it is now energy and water-efficient, thanks to the PACE program. The completed hotel, located at the intersection of Polk St and 6th St (Route 66), plays a significant role in the revitalization of downtown Amarillo. The groundbreaking for the project took place on March 6, 2019.
