The Right of Way Division, part of Capital Projects and Development Engineering, manages permits for construction within the city’s ROW. A city right of way is land owned or controlled by the city, including roadways, streets, sidewalks, alleys, and easements. Private companies may use these areas for utilities, but public needs take priority.

Every contractor or homeowner must know the laws for their construction project. Violating these rules can lead to penalties. No work is allowed on weekends or between 6:00 pm and 7:00 am on weekdays, unless approved by the City Engineer or in an emergency.
