City involvement & FAQ's

City Council discussed and approved the first reading of a proposed resolution authorizing a water supply agreement with Fermi America. If approved on second reading (scheduled for October 28, 2025), this agreement would allow Fermi to purchase up to 2.5 million gallons of water per day at a rate twice the standard cost.

The City of Amarillo has adequate water resources to meet Fermi America’s proposed usage without affecting the community’s water supply or triggering changes to existing drought contingency plans. This agreement will not impact residential water rates.

Revenue from the sale of water will support improvements to the City’s water and wastewater systems. Fermi will be responsible for any infrastructure or construction costs necessary to connect to or enhance the City’s system.

Revenue from the proposed agreement would be deposited into the City’s Water and Sewer Fund, which supports ongoing maintenance, operations, and capital improvement projects that ensure long-term system reliability.

Because the proposed site is located outside Amarillo’s city limits, the City does not have jurisdiction over land sales or development approvals in that area. However, the City does have the authority to provide water service beyond its boundaries through approved agreements.

The City of Amarillo holds regional water rights and infrastructure that allow it to sell and deliver water both inside and outside city limits under authorized agreements. While the proposed Fermi site is located outside the city limits, the City can legally provide water service to areas beyond its boundaries through approved contracts.
