The City of Amarillo operates under a Civil Service System for all full-time employees. Police and Fire Officers follow State Civil Service requirements and laws. All other employees are subject to Local Civil Service rules. The City of Amarillo employs over 2,000 individuals including approximately 2,100 full-time employees and over 350 part-time employees.
The Human Resources Division functions as the primary human resource support service to all departments of the City. Major functional activities include Human Resource services involving application administration, salary administration based upon pay for performance, classification administration, merit promotion administration, maintenance of all permanent Human Resources records, employee relations, policies and procedures development and implementation, and administrative staff to the Civil Service Commission.

The Director of Aviation for the City of Amarillo plans, organizes, and directs all airport administration, management, and operations associated with AMA reporting directly to the City Manager’s office. The Director of Aviation assumes a leadership role that shall be participatory, goal and results oriented, and communicative with the airport’s stakeholders while providing oversight, coordination, direction, and development of AMA.
